## Illinois plastic bag recycling bill vetoed

For now, Illinois' push for a first-of-its-kind statewide plastic bag recycling program is shelved, with Governor Pat Quinn's veto of Senate Bill 3442 last Sunday.

[SB 3442](http://www.ilga.gov/legislation/billstatus.asp?DocNum=3442&GAID=11&GA=97&DocTypeID=SB&LegID=65044&SessionID=84) would have required plastic film and wrap manufacturers operating in Illinois to create a producer responsibility program for their products, including registering with the state, creating a collection system with retailers and other businesses, and partnering with plastic film and wrap recycling firms to process material. The bill would have required a 12-percent recycling rate for film and wrap by 2015, and mandated that plastic bags sold in the state contain at least 30-percent recycled content.

While both the plastic bag and film industry and the Illinois Retail Merchant Association supported the bill, many environmentalists and local communities opposed it. In vetoing SB 3442, Governor Quinn cited a 170,000 signature [petition](http://chicago.cbslocal.com/2012/08/26/quinn-vetoes-plastic-bag-recycling-bill/) opposed to the bill, as well as concerns that the bill would take away authority from local communities that might want to implement stricter controls over the materials -- including bans.
