Democratic House member Maggie McIntosh says she and fellow House members will propose a nickel refundable deposit on beverage containers. McIntosh chairs the House Environmental Matters Committee. Local retailers would not be required to redeem the bottles. Instead, the recovery system would rely on a chain of redemption centers.
