Capital briefs: Bill would force vendors to switch to recyclable utensils

New York: Assembly Bill 119 would require all food vendors using disposable utensils to switch to a compostable or recyclable product, unless there is no suitable or affordable compostable or recyclable product available as determined by the municipality.
