**E-Cycle Washington has released its latest program numbers**. Washington collected 3.77 million pounds of TVs, computers and monitors in August, bringing the total collection for the first eight months of the year to 28.6 million pounds -- an increase of 4.6 percent over the same period in 2011. The **Maine Department of Environmental Protection is proposing changes to the state's e-scrap handling rules** to clarify categorization of TV and game console manufacturers and improve collection data reporting. The proposed rule changes can be viewed [here](http://www.maine.gov/dep/rules), and comments are due by Nov. 2.

**Li Tong Enviro Tech Company** has been named by the China Electronic Enterprise Association as the **first official recycling company for end-of-life mobile phones** in the country. The [announcement](http://www.sacbee.com/2012/09/06/4792770/li-tong-appointed-as-the-national.html) is part of China's goal to achieve a 95-percent recycling rate for mobile phones by 2015. Collected material for the pilot program will be processed at Li Tong's 33,000 ton-per-year facility, located just outside of Hong Kong.

**Fujitsu** has [developed](http://phys.org/news/2012-08-fujitsu-industry-recycling-cds-dvds.html) a system for recycling the **plastic used in CDs and DVDs into cases and housings for notebook computers**. The new method utilizes is expected to reduce the company's plastic use in manufacturing PCs by 10 tons per year.

A Missouri couple -- Tim and Cathleen Coffman -- have been [fined $20,000](http://www.amm.com/Article/3086978/Scrap/Couple-fined-20000-for-e-scrap-operations-in-home.html) for illegally disposing of electronic waste. The **Coffmans had set up an unregistered electronics recycling operation in their home**.
