Maryland county bag tax hasn't had intended effect

Officials in Montgomery County, Md., one year ago imposed a five-cent tax on plastic and paper shopping bags, intended to discourage use of the bags. But shoppers have been more willing than anticipated to pay the fee instead of changing their behavior.
