## L.A. changes multifamily and commercial recycling collection

The Los Angeles City Council this week made sweeping changes to its hauling system, switching from an open market to one that carves the City of Angels into 11 exclusive franchise areas for multifamily and commercial recycling and trash collection.
The council, in an 11-3 vote, passed the change which was supported by environmentalists and unions -- and decried by many of the city's trash haulers, of which there are dozens. The city's Public Works department now has 90 days to work out the details and map out where the 11 franchise areas will be located. Each franchise will be exclusive, meaning that each area's commercial and multifamily locations will be served by only one hauler.
The decision will likely now move from council chambers to the courts, however, with opponents of the change vowing to sue the city. "Our fight is far from over," said Sean R. Rossall of the lobbying firm Cerrell Associates, which represents several waste haulers and businesses to _The Los Angeles Times_.
Environmentalists, however, said the changes will benefit workers and the environment. "The sheer size of our market share and our leverage ensures not only that we'll have worker conditions that are fair, not only will we have a better environment, but we can protect businesses from the costs as well," Councilman Eric Garcetti said.
