## PSI issues how-to guide for EPR programs

The Product Stewardship Institute has released a new best-practices document to assist those designing extended producer responsibility laws and policies.
The product of a dozen years of research and experience, [_Designing an Effective Electronics Recycling Program_][1] provides an analysis of the advantages and limitations of different EPR options, with the goal of simplifying the process for states either creating or updating e-scrap programs.
Specifically, the document outlines the relative advantages and disadvantages of limited scope programs that only take back common products (like televisions, computers and monitors) versus comprehensive scope programs that take back a wider variety of e-scrap. Also discussed is the process of assigning and sharing responsibility between the state, local governments, OEMs, e-scrap processors and other stakeholders. The document also offers advice on education and outreach, measuring success, certification and responsibility, reuse and other important topics.
PSI plans on issuing annual updates to the document based on new program and feedback from states and recycling professionals. Comments on the current guide can be submitted by August 30 to PSI associate for policy and programs [Evan Newell][2].
